I don't know. The only time I ever received anything in another country was when I was deployed to Afghanistan during Operation Enduring Freedom. We didn't (and shouldn't) have to pay for our mail. So, the only people paying were the people sending us stuff. And, it was all Postal because UPS and FedEx don't exist over there.
