I love the Bird of Prey explosion from Star Trek VI that was recycled in Generations and I'm pretty sure it appeared on DS9 too.
Budget is definitely a huge thing. That's why you'd sometimes see space shows that took place just on the ship, (or space station) with recycled effects shots. They were saving some of their budget for the big effects episodes.
